About the Presentation:  

Join us for an informative webinar on utility-sponsored energy efficiency programs available to commercial customers in Texas. The state and many local jurisdictions have established energy efficiency goals that require transmission and distribution utilities (TDUs) to offer programs designed to reduce energy demand and support cost-effective efficiency upgrades.

During this session, participants will gain practical insight into how these programs work, including:

  • An overview of utility energy efficiency programs available to commercial customers
  • Incentives and support options that can help offset the cost of energy efficiency improvements
  • Expert guidance on how to successfully navigate program requirements and maximize available benefits

Presenters:

Steve Wiese is the Client Portfolio Director at Frontier Energy. He oversees Frontier’s implementation of electric and gas utility energy efficiency programs in the South and is responsible for client communication, account management, and achievement of program goals. 

With nearly 30 years of experience in energy efficiency, distributed grid assets, renewable energy, and demand response, he is adept at pioneering innovative program delivery models that advance new technologies and business practices, and create positive outcomes for communities, partners, and clients. His strengths in program design, implementation, and evaluation touch thousands of homes, families, and businesses annually. His current portfolio includes low-income weatherization, multifamily housing, residential retrofit, new construction, small business and commercial, appliance rebates, renewable energy, and load management programs.

Steve has authored dozens of energy-related reports and publications and is active in industry and community leadership roles. In 2025 he received the national PACESetter award from PACENation for his roles in initially developing and improving the Property Assessed Clean Energy financing model in Texas.

He serves on the Board of the Historical Foundation for Texas Renewable Energy and is President of the Davis Mountains Fitness Camp, a 40+ year old non-profit that provides opportunities for outdoor recreation at elevation in west Texas. 

Soria Adibi, AICP, has over 10 years of experience managing energy-efficiency and energy-savings programs across Texas. She brings deep expertise in implementing environmental initiatives and overseeing strategic grant management efforts.

Soria holds a Master’s degree in City and Regional Planning and a Bachelor’s degree in Political Science from the University of Texas at Arlington. As a Senior Program Consultant at Frontier Energy, they’re passionate about advancing practical solutions that preserves resources for current and future generations.

Dale Williams is a military veteran with over 30 years of experience as a proven leader and manager, capable of multitasking to meet various requirements, projects, and programs. He has extensive experience in planning, coordinating logistics requirements, scheduling, and synchronization, and is adept at conducting marketing research, organizing data, interpreting regulations and company policies, and leading large teams in dynamic, fast-paced environments.

Dale possesses comprehensive knowledge of military organization, food service operations, human resources, trend analysis, food service equipment energy efficiency, equipment fielding, distribution goals, project/program management, customer service, and strategic planning. At Frontier, Dale uses his customer service data and organizational skills to provide client outreach, focusing first on AEP's Commercial Food Service Rebate Program in Texas.

Scott Wishart, C.E.M, works on behalf of utilities with commercial businesses and homeowners to maximize energy efficiency in daily operations. His experience includes thousands of energy audits and site visits for commercial facilities and residential homes of all sizes. He is a committed expert in meeting goals for utilities’ energy efficiency programs efficiently and cost-effectively. By building trusting relationships, he assists utility customers in saving energy and having positive experiences with utility programs.

In addition to audits, Scott provides program management to utility clients and assists with project management for commercial, industrial, multi-family and residential customers. He is adept at customer recruitment and ensuring participants receive maximum rebate opportunities from local utilities. Customers appreciate his persistence in guiding their projects to completion in a timely manner.
